A medical certificate is one of the requirements for obtaining a VU. The conditions for passing the medical examination are regularly updated, and the last change is dated 2016. What is a medical certificate and what is it for

The latest decree, dated March 26, 2016, simultaneously simplified and complicated the medical examination. There are fewer doctors now than before, but the signature of a narcologist and a psychiatrist can only be obtained at municipal and state medical centers by registration (or at the place of stay).
The form of the document itself has the form No. 003-В / у. It must indicate the personal data of the driver, all types of categories for which permission is required, medical restrictions and indications that affect transport management.
The validity period of the medical certificate is 12 months from the date of its receipt.

Thanks to the latest innovations, in some cases it is now possible to do without a medical permit:
- When you change your address, surname and other personal data;
- If you need to replace the worn out VU;
- Loss and theft of rights will also do without a medical board;
- There are other reasons to replace the identity. If the term of validity of the VU remains the same, then a medical certificate is not needed.
Where to go through the examination, and what is required for this
Key specialists can be visited at all licensed healthcare facilities. Here the choice is simple: you need to save money - go to the clinic, more importantly, free time - to a private center.
The polyclinic is also convenient because everything you need can be done in one place: get tested, go through specialists and get honey. a certificate from a narcologist and psychiatrist. But long queues can "drag on" for several hours.
Private centers will allow you to do everything much faster, albeit for an additional fee. Only now the narcologist and psychiatrist will most likely have to go through separately. Under the new law, examination by these specialists is carried out only in municipal and state medical institutions and only at the place of registration or stay.
So before choosing a center, it is worth clarifying whether they accept there in advance.
To undergo a medical examination, you need to contact the registry. From the documents you will need:
- passport of the Russian Federation;
- compulsory health insurance policy;
- in some situations, a military ID (if available).
It is worth noting that a photo for reference is no longer required - there is no space for it on the form.

The cost of a medical certificate depends on the place of passage. In a polyclinic it will be cheaper, in a private center it will be more expensive. For motorcycles and light vehicles, the approximate amount will be about 1,500 rubles, for passenger and freight - 2,500 rubles. An appointment with a narcologist will cost around 600 rubles, and with a psychiatrist - 800 rubles. But these are only approximate figures, it is better to find out the full cost at the inspection site in advance.
Counterfeiting and punishment
Some unscrupulous centers offer illegal service for the production of medical records. To receive such a "piece of paper" does not even require a personal presence - everything is done in absentia.
Many drivers dream of such a service, just remember that forgery of medical documents is punishable by criminal penalties for both the seller and the buyer.
The manufacturer of the "fake" certificate, or the person who sells it, runs the risk of arrest, forced labor, or even a real term of imprisonment of up to 3 years.
A driver who dares to acquire a forged document may be punished with a monetary penalty of up to 80,000 rubles, correctional labor or arrest for up to six months.
If the fact of counterfeiting is revealed after the receipt of the ID, then such a certificate is withdrawn and considered invalid.
In order not to get caught by scammers, it is worth checking the center for a license before the medical board. You can request a document from the institution itself or see if it is on the website of the Federal Service for Surveillance in Healthcare. The authenticity of the medical certificate itself can be checked in only one way - by calling or visiting the center that issued this document.
Additional aspects
In general, the process of passing a medical examination and the need for a certificate are simple and straightforward, but there are a number of aspects that raise questions:
- One of the most common - is it possible to undergo a medical examination in another city? You can visit specialists and get a certificate. But for the conclusion of a narcologist and a psychiatrist, you need to "return to your homeland" at the place of registration. There is only one way to avoid the trip - to register at the actual address of residence.
- In the conclusion of the medical certificate, the signatures of all doctors must be present. If at least one is missing, you will not be able to get the VU.
- The main diseases for which there is no access to transport control: mental personality disorders, color blindness, the use of psychoactive drugs and substances, epileptic seizures, blindness in both eyes.
- It is forbidden to drive a car and to persons registered by a narcologist.
- You only need to take your medical conclusion with you in two cases. The first one - in the driver's license there is a note “the certificate is required”. The second - a disabled person or a person transporting one is driving, and the presence of a special sign "disabled" on the car. In the second case, the medical certificate itself is not required, rather desirable, but documents confirming disability must be.
- If there is no certificate (in cases where it must be present), the law provides for a fine of 5-15 thousand rubles. and placing the car in a special parking lot.
Thanks to the latest changes, it has become much easier and faster to undergo a medical examination. The number of specialists required has decreased, which has reduced both inspection time and cost.
