Customs clearance of cars in Ukraine - a new bill

The weekly pickets of the owners of the Eurobills bore the first fruits. Deputies of the Verkhovna Rada of Ukraine voted for two laws (No. 8487 and No. 8488) on customs clearance of cars in Ukraine and the rules of temporary import.

Since the beginning of last week, the government quarter has been blocked by owners of cars with Euro plates. There were two reasons for this, activists protested against the persecution and inspection of cars with foreign registration. It is not the first time that the Ukrainian government has put forward various requirements and options for controlling and stopping the import of such vehicles.

Three days of blocking the government quarter bore the first fruits, before leaving for the summer holidays, the Verkhovna Rada voted in the first reading for bill # 8487 and # 8488 to reduce the excise tax on customs clearance of cars in Ukraine, thereby launching a new customs clearance system. The tax policy of the new law is intended to regulate the situation regarding vehicles with foreign registration on the territory of Ukraine.

As the voting data show, 265 people's deputies voted for the reduction of the excise tax, and 256 deputies voted for the law on the movement and use of cars with foreign registration. The final stage will be voting in the fall, on the second reading, while changes and amendments may be made to the current documents. The new law No. 8487 provides for a reduction in excise duty and simplification of the customs clearance system for cars with foreign registration. The base rate for such cars with a gasoline engine is 50 euros, for diesel units 75 euros. The calculation of the excise tax will include the volume of the engine, as well as the number of full years since the car was produced. An example of this formula is quite simple, take a Volkswagen Caddy from mid 2005, with a 1.4 liter gasoline engine.

As stated in the law, the purchase price is now not taken into account, and the age has been calculated since 2006. The calculation formula is simple: the base rate for a gasoline engine is 50 euros multiplied by 12 full calendar years, then we multiply by the engine volume in cubic centimeters 1400 and divide by 1000 (in some sources they write cubic centimeters divided by 1000 and the resulting number is multiplied by the rate + years, although in fact there are no differences). As a result, the excise tax will be 840 euros, while under the old rules the amount would have been more than 2,500 euros.

Thus, it can be seen that the older the car is, the more the excise tax will have to be paid, this contributes to the purchase of newer cars. As for the second bill No. 8488, it provides for the duration of the stay of cars with foreign registration on the territory of Ukraine, and also toughens the punishment in the form of large fines. Cars in the "transit" and "temporary import" regime are covered by this law. For violation of the "transit" regime, the owner will have to pay:

  • for more than 10 days - UAH 8500;
  • from 20 to 30 days - 85000 UAH;
  • more than 30 days - UAH 170,000 or car confiscation.


For violation of the "temporary import" regime, the fine differs only in the first point:

  • from 10 to 20 days - 17000 UAH;
  • up to 30 days - 85000 UAH;
  • more than 30 days - 170,000 UAH or confiscation of the car by court order.

In addition to new fines, the law provides for the interaction of the State Fiscal Service in a special automatic mode with the border service and the National Police. What will be the finalization of the draft in the second reading and the results of the adoption of such bills, we can only expect. Nevertheless, the first steps towards lowering the excise rate for customs clearance of cars in Ukraine and the possibility of importing cars already exist.
